Board Members

Brandon Browning - President

Detective Browning joined the El Segundo Police Department in 1997 after serving the Orange County Sheriff’s Department for two years as a Deputy Sheriff. Over the last twenty years, Brandon has worked as a detective assigned to the Taskforce for Regional Autotheft Prevention (TRAP), a Field Training Officer and is currently assigned as the Forgery/Fraud detective within the Investigative Division. Brandon is a past President of the El Segundo Police Officers’ Association and currently serves as President of the LA South Chapter of PORAC (Peace Officer’s Research Association of California).

Officer Andrew McEntyre - Treasurer

Officer Andrew McEntyre joined the El Segundo Police Department in 2005. Over the last 12 years, he has been a Motorcycle Officer in the Special Operations, Traffic Division and a Field Training Officer. He is currently assigned to the Patrol Division as a Police Officer. His collateral assignments consist of Terrorism Liaison Officer and Field Evidence Technician. Andrew has been the ESPOA Treasurer for the past five years.

Officer Scott Black - Secretary

Officer Scott Black joined the El Segundo Police Department in 2007 as a Police Service Officer and became a Sworn Police Officer in 2013. He is currently assigned to the Special Operations Division as a School Resource Officer. This is Scott’s first term on the board and was appointed by President Cameron.

Sergeant Jeff Humphrey - Director

Officer Jeff Humphrey joined the El Segundo Police Department in 2003. He is currently assigned to the Patrol Division as a Field Training Officer and has previously served as a Detective and School Resource Officer. His collateral assignments include being a Field Evidence Technician and Driving Instructor, as well as a member of the ESPD Crisis Negotiations Team and Peer Support Team.

Officer Scott O’Connor - Board Member

Officer Scott O'Connor joined the El Segundo Police Department in 1999. He is currently assigned to the patrol division and is a Field Training Officer. He was previously assigned to the Investigative Division as a Task Force Officer with U.S. Immigration and Customs Enforcement. His collateral assignments include JRIC Terrorism Liason Officer and being a member of the departments Peer Support Group. Officer O’Connor is serving his second term as a Director on the ESPOA Board.
